software repositories do not update and unable to activate settings like "expert-mode"

Bug Description
I wanted to activate the extra softwareware-repo partners, but packages (skype for example) don't show up in software-center.
I refreshed the database a couple of times via synaptic and the terminal, but nothing is changed in software center.
It's also not possible to activate the "expert-mode" and "check connection ... "
