pppoeconf (which is a base package) added a dependency on
gettext. Now debootstrapping sid is failing because pppoeconf is
missing it's dependency on gettext.

I get the following error:
dpkg: dependency problems prevent configuration of pppoeconf:
 pppoeconf depends on gettext (>= 0.13); however:
  Package gettext is not installed.
dpkg: error processing pppoeconf (--configure):
 dependency problems - leaving unconfigured
Errors were encountered while processing:
 pppoeconf
W: Failure while configuring base packages. This will be attempted 5 times.

Sounds like a serious bug on pppoeconf to me. Base packages aren't
allowed to add non-base dependencies at the moment to avoid exactly this
problem.

I've verified that hoary's current debootstrap can successfully bootstrap sid,
at least on powerpc.
