Explanation of the Ubuntu delta and why it can be dropped:
  * Merge with Debian unstable (now builds for Python 3)
  * Bump standards version to 3.9.3

The majority of changes from Ubuntu have made it into Debian and are no longer required. Eventually we'd like to get the testsuite re-enabled but this at least brings our python-tz package up-to-date with Debian's.
