Dragging off top of file teleports to bottom

Bug Description
Load a file which is more than one window in length
Click and drag somewhere near the beginning of the file
Drag the mouse up above the top of the text window
You will find yourself at the bottom of the file, with the whole file selected
Expected behaviour: window scrolls up and the new text is selected

It doesn't work in quite the same way for me as described. For me, if I pull the mouse up completely outside the window, etc, I don't necessarily see this effect. However, if I slowly pull the mouse up a pixel or two outside the text area, I can reproduce this quite easily.
Looks like an error in how emacs detects the text location being clicked. In fact, I can jump to the bottom (no selection) simply by clicking just above the textarea.
