cannot drag and drop filenames include with '&' sign

Bug Description
Binary package hint: ubuntu-desktop
Was using ubuntu dapper as server, gnome as desktop.
When trying to drag and drop a group of files into diff folder, half way exited.
Slowly check and I found out the it was caused by the filename with '&' sign inside, e.g. 'Sales & Purchase.odt', and things like that!
Understanding that since '&' is for background process, why should it crashed if all selected filenames already quoted (presume)?
