Gnome Panels and applets seem to Jump around

Bug Description
The Gnome panels in Feisty seem to jump around and change when enabling and disabling Desktop Effects. Frustratingly, the applets then get loaded on the panel in places where they become hard to move.

In the linked screenshot, you will see that the area that contains the "network configuration icon" and the "RDP connection status icon" are on the right-hand side of the top pannel. I didn't put them there. They moved there by themselves during a series of disturbing crashes last night.
Also note that the "Desktop selection" applet is on the right side of the Trash Icon in the lower panel.
Because the "Move" option is disabled on the shutdown and Recycling bing icons, and you can't properly right click at all on the desktop or info panel areas, neither of these applets can be easily moved back to their normal/default locations, as I can see.

I have the same problem. For me, it seems to happen randomly and intermittently after restarting.
