Open File Dialog does not open the correct directory

Bug Description
Version : Linux Mint 13 Cinnamon 64 bit.
Problem : Open File Dialog does not remember the current path.
Example :
- launch SciTE
- Ctro-O to open a file
- browse to source code directory
- select a file
- I want to open another file
- Ctro-O to open a file
- File Open DIalog does not display the last directory, instead it goes to the useless "recently used" page.
Every time I want to open a file, in almost any application, I have to click through all the directories again.
This is a very annoying usability bug, since it makes the "open file" functionality useless in many applications.
I have resorted to drag&drop files from Nautilus into the application to open them.
Some applications (Chromium, Opera) behave correctly (last directory used is displayed on Crtl-O), but some do not (SciTE). And, interestingly, in Opera, the "attach file to mail" feature (which previously worked) now goes to "recently used".
Previous behaviour was adequate (ie, show the current directory or the path of the previously opened file).
