grizzly: ensure multi_host is set due to changes

If https://review.openstack.org/20835 is merged, changes are made to the way nova-network works.

    DocImpact: before multi_host only affected the network create
    commands, but now it can be used at run-time to optimize the
    path for allocating and deallocating fixed_ips, so it is important
    to set [in the nova.conf] it if you are using multi_host networks.

Option text is changed
   30 cfg.BoolOpt('multi_host',
   31 default=False,
   32 help='Default value for multi_host in networks. Also, if set, '
   33 'some rpc network calls will be sent directly to host.'),
