Minimized windows become inaccessible on reload

When reloading unity with console command "unity", minimized windows become inaccessible. The arrow indicates that it is in another workspace, but it is nowhere to be seen.

Theres another bug for this somewhere...but its is confirmed, just a difficult problem to solve.
