Someone wanted to get a new DNSmasq driver to use it as a backend. Should be concidered.

Yes, it would be nice to have for multi_host networking environment. You see, you already have dnsmasq as a DHCP server in OpenStack. But why not to use it for DNS? It would be kinda lightweight and simple solution. All you need is to specify hosts file in dnsmasq config (supported by openstack), update it with current records and send -HUP to dnsmasq.

Only disadvantage is what you are unable to create records different from A and PTR (i mean SOA, MX etc), but it is not a big deal for many setups.

So - Dnsmas would be only used to resolve the FQDN's of instances? No 3rd party (to the hosting provider) domains would be hosted?

I think that most users want to have domains and zones for instances in the first place. DNSMasq has simple hosts file syntax, so it doesn't really care about which domain suffix you would specify for a host. I think you may use bind9 instance with zone forwarding if you willing to have SOA, MX etc.
