Bug Description

access.conf.dpkg-dist is left over after oneiric to precise upgrades. This occurs during both amd64 and i386 upgrades with universe packages.

1. Create a oneiric base image using ubuntu-vm-builder, with any architecture, and openssh-server as an additional package
2. Bootstrap it to the Oneiric ubuntu-standard image with universe packages
3. Upgrade it to the next release (precise)

The impacted jobs are,
