When dpkg-exec runs during an upgrade and requires user interaction, nothing is done to make the user aware of this.

Bug Description
I am running Raring, and this morning (29-01-2013) I noticed that upgrades on my PCs for libc6 required user interaction, asking to restart services without asking, during the dpkg-exec stage.
The update manager would just sit in the background, stuck on that stage, until I expanded the details box and answered the questions within.
This is obviously very poor behaviour, and more should be done to make the user aware that interaction is required.
