You need to install the python-gtkhtml2 package! On an Ubuntu (GNOME) system this package is installed by default, but on Kubuntu you need to install it manually (foomatic-gui has no dependency on python-gtkhtml2).
Not sure if we can call this a bug since most people using Kubuntu will use the default KDE Print Manager to set up their printers instead of foomatic-gui.
Any reason why you use foomatic-gui (K -> System -> Printing) instead of the KDE Print Manager (K -> Control Center -> Peripherals -> Printers)?
