Sometimes at the beginning of a session, the tap key is ignored by unity in Super+* key combinations

Bug Description

I presume this bug happens usually when the dash is not completely loaded yet.

Test case:
1. Start a clean session
2. Open terminal
3. Press the key combination for a particular lens (Super+a, Super+m, Super+f)
  -> Notice that sometimes the terminal has the tap key written on it (like a, m or f) and the lens is not opened
  ->This means that he Super key hold is registered by unity, but the tap of the other key is not caught by unity and lands on the terminal instead

This bug is 100% reproducible on the jenkins autopilot testing platform on the ps-unity-autopilot-release-testing job. It's hard to reproduce on a normal system, but sometimes it happens when using the guest session.
