FOTS driver does not correctly set the base URI of resources

Bug Description

These tests:

fn-function-lookup-018
fn-function-lookup-020

fail because the base URI is not set correctly by the FOTS driver. The expected result is usually something like "http://www.w3.org/fots/fn/function-lookup/function-lookup.xml" while the query returns a local filesystem URI.

I don't understand the test. Can you explain a little bit more about what the base URI *should* be? Also, it's not clear from the test which base URI you're talking about. There are several possibilities - the base URI of some document, the base URI of some static context... can you provide more details about what is happening and what SHOULD be happening?

The 2 test-cases originally reported (fn-function-lookup-018 and fn-function-lookup-020) are currently "notRun" because Default collection is always an empty sequence.

The other 2 test-cases mentioned fn-function-lookup-022 and fn-function-lookup-024 are now passing.
