note: i did not do a keyboard interrupt, i believe that was the crash handler. (which did not successfully bring me to launchpad)
it seemed to get past this before
I do not have any kernel packages installed, (outside control of dpkg, binary copied from chrome OS partition)

I worked around the error by changing the "LANG" variable to "en_US.UTF-8"
export LANG=en_US.UTF-8
After that do-release-upgrade worked like a charm.
