Bug Description

Looks like AWS is wanting cfn in ubuntu images by default.

https://blueprints.launchpad.net/ubuntu/+spec/servercloud-p-cloud-formations-images

so we need to think how best to deal with this, before it happens.

The script cfn-create-aws-symlinks will not replace an existing file with a symlink unless --force is specified.

This can be re-opened if it ever becomes an issue but at this point I doubt it ever will.
