Keyboard Layout plug doesn't display Gala's zoom in/out shortcuts

Bug Description
Keyboard plug displays zoom in/out shortcuts under "Universal Access" category as not set even despite Gala having functional shortcuts for zooming in and out OOTB (Ctrl +/-).
Perhaps Gala is unnecessarily duplicating this key. We should evaluate if a separate key is needed. If yes, make keyboard plug read Gala's settings if Gala is running; otherwise fix Gala to use the common settings keys.

It's now Super plus equals (⌘ + =) for zoom in and Super plus hyphen (⌘ + -) for zoom out.
