This patch seems to be working fine for me..I also fixed the position of the center scale mark after changing the ICON_MINSIZE

The define change seems fine, but why didn't you change the sign position? That's supposed to indicate the default value which didn't change

You mean the centered tick mark under the scale? I did

it was shifted a little to the right after I changed the MIN_ICONSIZE. I thought it was intended to indicate the medium value on the scale so I include the changes in line "iconsize_adj" and "gtk_scale_add_mark" in the patch to move it back to the center, otherwise just ignore these 2 changes in the patch file

IIRC, this is a design request to not be able to, with default panel, resize under the defined minimal size (even if the code supports more). You can get in touch to confirm that with JohnLea on IRC (freenode), like on #ubuntu-desktop.
