os:file-exists-p signals ENOENT

Bug Description

Not sure what the right behavior is here; does a broken-symlink exist? Presumably people expect no file at the given path if they call file-exists-p.

Maybe return t with a type of :symbolic-link? Since it will never return this for a non-broken symlink, that should be a unique case.
