Launcher appears initially default size then shrinks after login

Bug Description

Set launcher size to be less than the default.
Logout
Login

Observe the launcher initially appears "full size" (the default) and then shrinks down to the size you specified. It should launch at the right size initially.

Do you mean change the launcher size by going to "Settings" -> "Appearance" and then reducing the "Launcher icon size" slider, or change the launcher size by some other method?

Reducing the launcher icon size doesn't produce this behaviour in 15.10.
