Bug Description
Theoretically, layout should be taken care of during installation. This leaves Shortcuts or Behavior as something users would be more likely looking to change.
I'm not sure it's terribly useful or desireable to change something so trivial as cursor blink speed. However, viewing, changing, and adding shortcuts seems like something one would probably want to do the most out of these three options.
