Visual hierarchy improvement on Overview page

The "Quota Summary" header should follow the same styling as "Usage Summary" for consistencies sake. This is the same header styling used throughout the rest of the application. Also, it would make more sense from a visual hierarchy if "Usage Summary" was the heading for this section rather than "Select a month to query its usage:". Attached is a thought for an organization that has a bit better readability.

    "Usage Summary" as heading instead of "Select a month.."

    Submit button styling is changed.
