[Trunk] [Chrome] tooltip of topbar icons are cropped with horizontal scrolling

Bug Description
Expand all the folded stages in kanban view such that it is expanded horizontally and we have to scroll the page to see search box and other topbar options.
Now mouse over email or timezone mismatch icon doesn't have the full tooltip box...
Example:
Go to Project > Project > Tasks,
in kanban view unfold all the stages and now see the tooltip for compose message
It only happens in chrome (Version 21.0.1180.89 on my system).
