First option under "manage institutions", institution is not capitalised

Bug Description

On the /admin/ page, under the "Manage Institutions" heading.

The first link says "institutions" while all the other links have the word capitalised.

This should be capitalised also, for consistancy.

This problem probably arose due to some standardising of word capitalising that happened previously.

Melissa: There was already a fix in review at https://reviews.mahara.org/1928 but I'll abandon mine once Bonnie has made the 2nd necessary change.
