Resize volume tests not enabled.

The tests to resize a volume are not currently running when the "blackbox" groups is run inside a VM.

This tests resides at reddwarf/tests/api/instance_actions.py in a class named "ResizeInstanceVolume".

This bug was fixed by https://review.openstack.org/#/c/138482/. For some reason the bug wasn't auto resolved so it should be manually marked as fixed..
