Bug Description
Starting with a quoted word in Lyx, e.g. ``quoted'', if I turn on tracked changes and delete the first double quote (it's a single character in LyX) and then immediately retype it, I get a close-quote rather than an open-quote. It seems LyX sees the track-deleted open-quote and thinks that I'm closing it.
Instead, it should ignore deleted stuff and notice that if you removed the deleted stuff, the cursor is at the beginning of a word, so typing a double quote should produce an open-quote.
