Bug Description
/etc/init.
The upgrade is done with the following server tasks installed,
dns-server^
lamp-server^
mail-server^
openssh-server^
postgresql-server^
print-server^
Steps: ( These tests are automated, but a sequence is what the test is doing is given below)
1. Create a quantal base image using ubuntu-vm-builder, with any architecture, and openssh-server as an additional package
2. Bootstrap it to the quantal ubuntu-standard image
3. Install the above server tasks
4. Use do-release-upgrade -c -d to do the upgrade to Raring

It's not clear to me that this is a bug at all; .dpkg-dist files are expected in various situations. Please explain the real-world impact.
