/etc/init.d/bind9.dpkg-dist file is left over after upgrade

Bug Description

/etc/init.d/bind9.dpkg-dist file is left over after quantal to raring server upgrades. This occurs during both amd64 and i386 upgrades with server tasks.

The upgrade is done with the following server tasks installed,
dns-server^
lamp-server^
mail-server^
openssh-server^
postgresql-server^
print-server^

Steps: ( These tests are automated, but a sequence is what the test is doing is given below)

1. Create a quantal base image using ubuntu-vm-builder, with any architecture, and openssh-server as an additional package
2. Bootstrap it to the quantal ubuntu-standard image
3. Install the above server tasks
4. Use do-release-upgrade -c -d to do the upgrade to Raring

The daily automated job that is impacted is

It's not clear to me that this is a bug at all; .dpkg-dist files are expected in various situations. Please explain the real-world impact.

Yea, this was reported back then from our automated upgrade testing which complained of these files. But iirc it turned out to be that this particular file could be left over since it was modified before the upgrade. Sorry, should have closed the bug myslef, but thanks.
