Moving /etc/ to another partition

Bug Description
During install using another partition other than the one the root filesystem is
mounted to for /etc/ causes init scripts not to be found after first stage of
install.

It is not supported to place /etc on a filesystem other than the root
filesystem. There are fundamental reasons why this doesn't work.
