Add support for swsusp resume when using initrd

Bug Description

The kernel patch to support initrd and swsusp requires userspace to trigger the
resume before the root filesystem is mounted. This patch adds support to
initrd-tools.

I collided with Fabio's upload and ended up doing this too as a result.

initrd-tools (0.1.75ubuntu2) hoary; urgency=low

  * Trigger swsusp resume before the root filesystem is mounted (thanks,
    Matthew Garrett; closes: Ubuntu #4444).
