Remove nova-network specifics from site.pp

Per discussion with Chris Ricker,

$auto_assign_floating_ip should always be set to False for quantum usage and $floating_ip_range is currently nova-network specific and does not apply to Quantum.

Both of these settings should be removed, and possibly we need to see what we need to do to make $floating_ip_range set properly for Quantum
