Bug Description

I have confirmed that version .48.4 breaks recognition with Wacom Bamboo branded Tablets under Windows 7. I have tested two models( CTH-470 and CTL 470). I tested multiple driver versions and they all work with versions all other versions of ink scape in the .48 version. I haven't tested anything below .48.0.

This release also creates lag with the tablets while drawing under binary input. I suspect this has something to do with inkscape not recognizing a tablet is being used.

Not reproduced on Windows XP and Seven, Inkscape 0.48.4 and trunk revision 12008.
The tablet is correctly recognized and works as expected.

Note that I tested in a virtualized environment (VirtualBox) and that I had to use the tablet on the Windows desktop before it is correctly recognized by Inkscape.
