Additional Information:
Created a map where AI player already has a Lumbermill...
Confirmed that AI recognizes/utilizes lumbermill, evidence: AiLumberMill( )) doesn't hold up execution
1) AiWait(
2) Lumber is properly used by peons
3) Able to build AiShooter() units
However,
AiNeed(AiHarbor()) is ignored.
So, there is either a second bug: AI fails to build Harbor
Or, original reported bug affects building Harbor as well
