Overlay scrollbars do not permit certain WPA/WPA2 Enterprise connections

If you connect to a WPA/WPA2 Enterprise network and do not choose a CA cert, you will be presented with a modal dialog in which neither option can be selected with the mouse or keyboard. The mouse focus is still on the window underneath.

Bug disappears when launching gnome-control-center with LIBOVERLAY_SCROLLBAR=0
