Windows threading bug: FRLOCK.1 hanging

Bug Description

Attached the gdb stacktraces for a presumed instance of the known frlock.1 problem, where SBCL hangs idly.
Not sure if it helps, but here it is.

The current suspect is the Windows threading support, since this failure mode has only ever been seen on Windows.
Haven't done any actual research into the problem at all yet.

Another set of stacktraces, this time also with backtrace_from_fp results (in the same order, counting down from thread 11; until the segfaults started happening).

if works now but maybe it's because of the "#+win32 :outer-write-pause #+win32 t"
