Allow a user-set personal wallpapers folder

Bug Description
I have a very large collection of wallpapers that I have amassed over the past few months. I keep it separate from my pictures folder so that it doesn't get to messy, instead I keep in a "Wallpapers" folder within ~/Pictures. However, every time I open the desktop plug so I can set a new wallpaper, I have to go to custom folder and then select my wallpapers folder.
While this is probably just me being lazy, I think it would be better to let the user set a personal wallpapers folder that would be shown when you open the desktop plug instead of showing the default wallpapers that come with elementary. The OS defaults folder could be renamed to something like "Default Wallpapers" or something better sounding.
