Bug Description
Ubuntu 12.04 Precise with ppa:unity-team/sru
Issue: Launcher scroll is not smooth when trying to scroll near the dash icon on launcher.
Test steps:
1 Open a bunch of applications on your desktop so that you have more than what the launcher can show
2 Put your mouse again at the very bottom of the launcher -> The launcher should scroll to the last icon
3 Put your mouse again at the very top of the launcher -> The launcher should scroll to the first icon (Observe that the movement is not smooth)
