Bug Description

Add a section above http://developer.ubuntu.com/packaging/singlehtml/#getting-set-up that describes reader assumptions: what you should know to comprehend what you're reading, what you should know/understand as a result of reading, etc. It can be frustrating to read something and not know if you have the prerequisites.
