Core dump on startup (locale::facet::_S_create_c_locale name not valid)

[impact]
Collatinus crash upon starting.
It seems to run fine on 12.04, but is currently crashing when you attempt to start it in 12.10.

[test case]
Start collatinus, it should not crash

[regression potential]
According to `apt-rdepends -r collatinus`, no packages depend on collatinus.

When attempting to run collatinus on Raring or Ubuntu 12.10, it simply crashes.

No long crash in version 10.0-4 available in Ubuntu Raring.

Ubuntu 12.10 reached end of life on May 16, 2014, so I think it is safe to say the SRU for Quantal won't happen. But considering this issue has been fixed in later releases, I don't think that is much of a problem at this point.
