Bug Description

Per http://bugs.python.org/issue16709, testtools.run discover is dependent on filesystem directory internal state, which makes test suite reliability rather tricky.

testtools.run --load-list could mitigate this by permitting either forcing a specific order, or doing a sort on some key (e.g. test.id()).
