libatomic-ops needs Aarch64 support

Many pacakges, including ecl, firebirebird, gauche, libunwind, pulseaudio, re2, synopsis need libatomic-ops to build. Also, many use libatomic-ops as example howto do atomic instructions on various architectures.

most important ones being boehm gc and pulseaudio, which are core pieces of gnu/linux stack.

Implemented and tested on the Foundation model. Patch is under upstream review but available for early testing.

Yvan: from amount of changes will it be better to just use git HEAD rather than trying to create some AArch64 patch for 7.2 version?

Marcin: Yes indeed, at the begin the AArch64 patch was tiny and "self-contained" but as we tried with the libatomic_ops maintainer to make the usage of the the GCC atomic builtins generic, I think that the git HEAD would be good.
