apport fails to upload a crash log

_usr_bin_
root@sjinks:~# LANGUAGE=en apport-cli

At this point apport-cli exits, crash log is not uploaded.
Trying to upload it manually:
root@sjinks:~# ls /var/crash/
_usr_bin_
root@sjinks:~# rm -f /var/crash/
root@sjinks:~# LANGUAGE=en apport-cli -c /var/crash/

Same - after pressing S apport-cli silently exits.

Any suggestion as to how to upload the crash log is highly appreciated.
