Bug Description

pip installs from puppet currently break when in an environment where a proxy is required

ideally, merge in new pip module that adds configurable proxy support

alternatively, document setting of environmental variables to force pip install to proceed

I believe the patch for core.pp is in this pull, though unfortunately it's crowded in with rather a lot of fixes so may take a bit of time to get reviewed and tested.
