This bug was happened with unstable version of Feisty, Have you experienced again this problem with stable version?

Confirmed, my last comment was wrong. This was the stable release of kdebase for Feisty.

This isn't an issue in Kubuntu Intrepid (8.10) since Kicker is no more. (replaced by Plasma)
