Touchpad incorrectly detected as Generic PS2 Mouse on Dell Precision M6700 Laptop

Touchpad is detected as a Generic PS2 mouse on my Dell Precision M6700 laptop. Therefore there no functionality for scrolling or gestures, and not touchpad settings in system properties.

This is a persistent problem.
