clicking on gnome-terminal icon in unity panel moves terminal into current workspace instead of switching to next workspace

Expected behavior:
If I launch the gnome-terminal in say "workspace 4" and I move back to "workspace 1"; The expected behavior when clicking on the gnome-terminal icon using the unity panel is that I'm switched to "workspace 4".

What happened instead.
Instead the gnome-terminal window is moved to the current workspace and the window itself is physically moved to the upper left corner of the screen.
