Bug Description

1. Boot into unity.
2. Set the keyboard shortcut for "Close Window" to Ctrl+Alt+x:
  2a. System Settings -> Keyboard -> Shortcuts -> Windows -> Close Window
3. Switch to low graphics mode:
  3a. put the line export UNITY_LOW_GFX_MODE=1 in you .xprofile
  3b. logout and login
4. Switch back to normal mode:
  4a. put the line export UNITY_LOW_GFX_MODE=0 in you .xprofile
  4b. logout and login

See that the shortcut is reset to Ctrl+Alt+F4.
The same thing happens for all shortcuts...
   even those in compiz.
This is extrememly annoying!
