Totem stops buffering and won't play a movie stream if the initial cache fill fails

Bug Description
If you attempt to load a large movie, say an HD trailer at Apple's Quicktime Movie trailer page, if the initial cache fill fails Totem quits attempting to fill the buffer. However, if Totem makes it through that initial cache fill, subsequent network delays properly pause the video to refill the cache and continue to play once this is done.
Testing this with mplayer, you can bump up the size of the cache and the cache-min value before playing. This wades through the network delay and makes it to starting the movie.
