Bug Description

Please sync libibmad 1.3.9-1 (universe) from Debian experimental (main)

The version of libibmad currently in Ubuntu is very out of date. If we
update libibumad (https://bugs.launchpad.net/ubuntu/+source/libibumad/+bug/1087370)
then libibmad should be updated as well, since it currently depends on
the old soname for libibumad.

This exact packaging is built and working for precise and quantal in my
ppa: https://launchpad.net/~roland.dreier/+archive/ppa

The new libibumad-dev build dependency (due to syncing libibumad from Debian experimenal) is now fully built and in raring-proposed, so libibmad can be sponsored.
