remove $floating_ip_range from site manifest

This variable is used in nova-networking and not for Quantum.

here is another nova-networking variable that should be removed from the site manifest:

$auto_assign_floating_ip

Some debate as to whether we should (optionally) do this for an end user to give them a largely working system. Without creating the first net, router and floating IPs the system is not really in a workable state, but not all users need floating IP addresses.

The current behaviour is confusing for anyone used to the configured floating-ip in nova-network.
